Muallif xalqaro tadqiqot va almashinuv kengashi (IREX, AQSh) tomonidan Evropa va Evrosiyoning turli mamlakatlaridagi vaziyat to'g'risida yillik "dinamik axborot barometri" (VIBE) hisobotlari uchun ishlab chiqilgan metodologiyaga amal qiladi. Tadqiqot Rossiya Federatsiyasida ma'lumotlarning qanday ishlab chiqarilishi, tarqatilishi, iste'mol qilinishi va ishlatilishini ko'rib chiqadi. U to'rtta printsipga asoslanadi, ular birgalikda axborot dinamikasi kontseptsiyasini tashkil qiladi: axborot sifati, ko'plab kanallar, axborotni iste'mol qilish va unga jalb qilish, o'zgaruvchan harakatlar. Ommaviy axborot vositalari va axborot sohasini har tomonlama baholash maxsus so'rovnomani to'ldirgan va muallif bilan natijalarni muhokama qilishda ishtirok etgan o'n ikki mutaxassisdan iborat guruh ko'magida amalga oshiriladi.
